INTERNAL AND EXTERNAL VACANCY: SECURITY SITE MANAGER

CEF SOC

CEF is a Schedule 2 state owned diversified energy company reporting to the Department of Mineral Resources and Energy. The Mandate of CEF is to contribute to the security of energy supply of South Africa and the Region through exploration, acquisition, development, marketing and strategic partnership. It is derived from the CEF Act (No 38 of 1977) and the Ministerial directives issued thereafter.

REQUIRED MINIMUM QUALIFICATIONS AND EXPERIENCE

  • Matric, National Diploma (NQF Level 6) in Security Management or PSIRA grade A
  • A minimum of 5 years’ experience in Security Management or related field.
  • Proficiency in designing and executing plans for emergencies or breaches
  • Experience with managing staff on rotational shifts.
  • Bachelor’s degree or BTech (NQF 7) in Security Management or related field will serve as an added advantage.

DESIRED ADDITIONAL SKILLS/ COMPETENCIES

  • Knowledge of access control systems
  • Expertise in CCTV and perimeter monitoring
  • Knowledge of legal requirements for physical security and data protection
  • Knowledge of National Key Point security protocols
  • Knowledge of contractor management and Service-level agreements

KEY PERFORMANCE INDICATORS

Security operations and management 

  • Supervise security officers and close protection teams, ensuring effective security coverage.
  • Ensure access control systems, CCTV surveillance, and perimeter security are fully functional and meet security standards.
  • Conduct security audits to identify vulnerabilities and implement corrective actions.
  • Manage all security operations, including a team of security officers and contracted providers
  • Development and implementation of security management policies
  • Submit regular security reports including monthly, quarterly and annually

Executive Protection and close protection management

  • Oversee close protection officers, ensuring VIPs, executives, and high-risk personnel receive appropriate security.
  • Conduct risk assessments for executive travel, meetings, and public appearances.
  • Implement anti-surveillance and counterintelligence measures to protect against espionage and unauthorized information leaks.

Crisis management and incident response

  • Act as the primary contact for security incidents, coordinating responses with law enforcement and national security agencies.
  • Respond to security breaches and emergencies
  • Conduct preliminary investigations and draft reports
  • Develop, implement, and manage security protocols, incident response plans, and Standard Operating Procedures (SOPs)

Compliance and Risk mitigation

  • Ensure compliance with state security regulations, Private Security Industry Regulatory Authority (PSIRA) standards, and National Key Points Act (if applicable).
  • Maintain strict confidentiality protocols for sensitive information.
  • Develop and deliver security awareness training for employees, emphasizing risk mitigation and intelligence security.
  • Conduct regular site risk assessments and maintain up to date risk register

Team management

  • Build, lead, and mentor a high-performing security and intelligence team, fostering a culture of accountability, innovation, and collaboration.
  • Establish clear roles, responsibilities, and performance standards for team members across all workstreams.
  • Responsible for managing performance of the team
  • Work schedule development and allocation
