MANAGER: OIL, GAS SOURCE AND SUPPLY: FIVE YEAR (5) FIXED TERM CONTRACT
CEF is a
Schedule 2 state owned diversified energy company reporting to the Department
of Mineral & Petroleum Resources. The Mandate of CEF is to contribute to
the security of energy supply of South Africa and the Region through
exploration, acquisition, development, marketing and strategic partnership. It
is derived from the CEF Act (No 38 of 1977) and the Ministerial directives
issued thereafter.
JOB PURPOSE:
To lead,
coordinate and manage the execution of oil gas sourcing and trading supply projects from
inception to completion, ensuring alignment with the CEF’s strategic objectives
in gas aggregation, commercialisation, and security of supply.
REQUIRED
MINIMUM QUALIFICATIONS AND EXPERIENCE:
- Honours degree (NQF level 8) in Project Management/Engineering/Business Administration/Energy Economics or related field
- Minimum 5 years’ experience in infrastructure or
energy project management, with at least 3 to 5 years in senior project
leadership.
- Project management certification / professional
registration or equivalent.
- Experience managing public sector projects or
working in a state-owned entity is advantageous.
- Proven experience in sourcing and negotiating
gas supply agreements and contracts.
- Experience in managing large, multi-stakeholder
infrastructure or energy-related projects.
- Master’s degree (NQF level 9) in Project
Management / Engineering / Business Administration / Energy Economics or
related field.

KEY PERFORMANCE INDICATORS:
Project Management
- Manage end-to-end gas sourcing and supply
projects.
Sourcing strategy development
- Responsible
for ensuring the security of supply of gas for the country.
- Develop and execute gas sourcing strategies
aligned with national and regional energy plans.
- Review nation-wide gas supply trajectories and
identify potential gaps or shortfalls in the continuous supply of gas and
develop sourcing strategy to ensure sustainable supply of gas.
Supplier and partner engagement
- Negotiate contracts and maintain relationships
with local and international gas suppliers.
- Develop and maintain the pricing framework for
the sourcing and distribution of gas.
- Continuously negotiate with relevant suppliers
to ensure sourcing of gas at a fair price.
Commercial analysis & Risk management
- Conduct due diligence, risk assessment, and
commercial feasibility of sourcing opportunities.
Stakeholder management
- Collaborate with internal (legal, technical,
finance) and external (regulators, SOEs, private entities) stakeholders.
Compliance and reporting
- Ensure adherence to local and international
regulatory, legal and environmental standards in all sourcing activities.
- Responsible for developing and maintaining a
standards framework to evaluate compliance of supplier in all sourcing
activities.
- Responsible for the effective and consistent
execution of the evaluation of the supplier according to this framework.
Resource management
- Coach, mentor and manage internal project
resources and contracted service providers.
- Responsible for developing budgets for
projects and ensuring budget expenses are within approved budget.
