CEF is a Schedule 2 state owned diversified energy company reporting to the Department of Mineral & Petroleum Resources. The Mandate of CEF is to contribute to the security of energy supply of South Africa and the Region through exploration, acquisition, development, marketing and strategic partnership. It is derived from the CEF Act (No 38 of 1977) and the Ministerial directives issued thereafter.
JOB PURPOSE:
To lead and manage high-impact, strategic energy projects within the portfolio of the CEF SOC. The role ensures the coordination of strategic projects and timeous delivery within timelines and budget.
REQUIRED MINIMUM QUALIFICATIONS AND EXPERIENCE:
- Honours degree (NQF 8) in Project Management/Engineering/Business Administration/Project Finance or equivalent qualification.
- A minimum of 5 years’ experience in infrastructure or energy project management and 3-5 years in senior project management leadership.
- Experience managing public sector projects or working in a state-owned entity will serve as an added advantage.
- Master’s Degree (NQF 9) in Project Management/Engineering/Business Administration/Project Finance will serve as an added advantage.
DESIRED ADDITIONAL SKILLS/ COMPETENCIES:
- Advanced knowledge of energy markets, technologies, policy development, and the regulatory environment.
- Knowledge of project lifecycle management, project governance, and development frameworks.
- Understanding of stakeholder mapping, community engagement practices, and negotiation skills.
- Extensive knowledge of the PFMA, Companies Act, King IV, and project finance environment.
- Strong strategic thinking, risk management, and political acumen.
- Excellent communication, interpersonal, presentation, and persuasive skills.
- Critical reasoning, systems thinking, and financial acumen.
- Results-oriented with empowering leadership skills, resilience, and ethical conduct.
- Professionalism and service-oriented mindset.
KEY PERFORMANCE INDICATORS:
Project Portfolio
- Lead multi-disciplinary project teams to deliver on time, within scope and budget
Strategic planning and execution
- Align project objectives with organization’s strategic and investment goals.
Stakeholder engagement and reporting
- Develop and maintain strong relationships with government, funders, private sector partners and communities.
Project governance and compliance
- Ensure adherence to legal, environmental, social, procurement and financial governance frameworks
Risk and quality management
- Proactively manage risks and enforce quality assurance measures across all project phases
Team and resource management
- Coach, mentor and manage internal project resources and contracted service providers
