INTERNAL AND EXTERNAL VACANCY: SENIOR ACCOUNTANT: FINANCIAL ACCOUNTING AND REPORTING (IGAS): FIVE YEAR FIXED TERM
CEF is a Schedule 2 state owned diversified energy company reporting to the Department of Mineral & Petroleum Resources. The Mandate of CEF is to contribute to the security of energy supply of South Africa and the Region through exploration, acquisition, development, marketing and strategic partnership. It is derived from the CEF Act (No 38 of 1977) and the Ministerial directives issued thereafter.
JOB PURPOSE:
The Senior Accountant prepares Interim and Annual Financial Statements for the iGas; and supports the Senior Manager in managing the daily transactions of the iGas. Provides daily transaction and accounting support for the iGas.
REQUIRED MINIMUM QUALIFICATIONS AND EXPERIENCE:
- Matric and Honours degree (NQF 8) in Accounting/Finance or equivalent qualification
- A minimum of 3-5 years' experience as a Specialist in Financial Accounting and Management of Third-Party funds and Reporting.
- Professional Registration with CA(SA), ACCA or CIMA.
- Masters’ degree (NQF 9) in Accounting/Finance or equivalent qualification will serve as an added advantage.

KEY PERFORMANCE INDICATORS:
Financial Reporting
- Prepare iGas IFS and AFS for submission to Senior Manager for review
- Prepare monthly and quarterly iGas financial performance reports for review by the Senior Manager
- Prepare iGas presentations for review by Senior Manager
Tax Submissions
- Establish working methods for the submission of tax returns and provide guidelines to Accountants to avoid penalties
- Review tax returns, SARS requests and reports and tax reconciliations
- Coordinate the timeous preparation of tax calculations by the external service provider
- Review VAT for return submissions per subsidiary
- Submit tax returns and income tax returns
Audit Process Facilitation
- Oversee the develop action plan for internal and external audit findings
- Oversee the process of implementation of the audit action plans for the AFS report accordingly
- Implement the internal and external audit action plans and report accordingly
Internal controls/Financial controls
- Identify risk relating to finance and act as the risk champion for iGas
- Consolidate and report back on implementation of risk mitigation plans
- Facilitate development of iGas policies and procedures (revenues, assets, liabilities, expenditure, Supply Chain Management/Procurement and Treasury management)
- Ensure standard Finance, Treasury and SCM Policy Framework across iGas and continuous improvement and compliance to financial policies and procedures
- Monitor compliance to IFRIS and National Treasury reporting guidelines
- Assess the adequacy of the application software for transactions and financial reporting and recommend the adequate system
Transactional Accounting Functions
- Perform day-to-day transactional functions encompassing the following:
o Payments
o Management of ledger accounts - preparation and posting of journals
o Technical accounting matters
- Perform monthly reconciliations and verification of third-party payments
- Manage loan accounts
- Collaborate with SCM in managing timeous payment of creditors
- Perform Revenue management functions
- Ensure payment of suppliers in accordance with Treasury Regulations
- Follow-up on the debtors and advise on overdue debts and propose solutions
- Compile Compliance Certificates on clearing of accounts and provide reasons for accounts not cleared
People Management
- Develop staff plans to manage the staff availability
- Manage the administration of staff i.e. leave approval and travel expense approval
- Conduct quarterly performance reviews of subordinates and attend to areas of non-performance
- Identify training and development opportunities for subordinates
- Provide coaching and mentorship to subordinates on financial management issues
- Participate in the recruitment of staff members
- Supervise outputs to ensure the deliverables of the Department are met
Thought leadership
- Research new policies
- Lead awareness workshop
- Research /develop new financial management techniques
Financial advisor
- Advise business on tax matters when structuring transaction
- Advise business on public finance management matters when structuring transactions
- Ensure that the contracts concluded by business have favourable terms
- Advise business on the impact of their decisions on the financial performance
