CEF is a
Schedule 2 state owned diversified energy company reporting to the Department
of Mineral & Petroleum Resources. The Mandate of CEF is to contribute to
the security of energy supply of South Africa and the Region through
exploration, acquisition, development, marketing and strategic partnership. It
is derived from the CEF Act (No 38 of 1977) and the Ministerial directives
issued thereafter.
JOB PURPOSE:
Lead and oversee the Corporate Finance, Supply
Chain Management and Treasury Management departments to ensure the provision of
efficient and effective services to CEF Trading in accordance with legislative
and statutory requirements. To provide financial insights into the operations
of CEF Trading, advising on risks versus opportunities.
REQUIRED
MINIMUM QUALIFICATIONS AND EXPERIENCE:
- Matric and honours degree in Commerce/ Accounting or Finance-related fields
- 15 years’ experience in Finance/Accounting/Auditing of which 10 years must
have served in a senior managerial role and 5 years in a similar role.
- Registration as a Chartered Accountant will be an
added advantage

preparation of CEF Trading financial plan
- Oversee and provide guidance on the preparation
of quarterly financial performance reports.

- Approve and oversee strategic business plans for
Corporate Finance and SCM
- Ensure that CEF Trading financial plan is
aligned with strategy
- Provide strategic financial leadership and
advise the Managing Director, GCEO, EXCO and the Board, as a subject matter
expert, on the financial implications of the strategic business developments.
- Provide financial guidance to Departments in
preparation of their financial plans.
Core Business support
- Provide business support to operations in relation
to:
- Weighing
investment and trading risks against opportunities

- Provide guidance to business on National Treasury
guidelines around investment
- Monitor financial performance of projects and
advice on potential financial sustainability negative or positive early
warnings
- Advise business during contracting to influence the
final accounting treatment of transactions of new deals.
Governance
- Oversee
the development and implementation of policies and procedures for Corporate
Finance and SCM aligned with legislation and financial and SCM prescripts.
- Oversee the review and development of Finance
best practices by senior managers.
- Oversee
and guide the preparation of risk management plans and monitor implementation
of risk management plans.
- Ensure
establishment of Bid Committees to deal with procurement requests.
- Give
support to the Board in providing strategic financial advice to ensure best
practice compliance and commercial sustainability.
Stakeholder Management
- Represent the Corporate Finance and Supply Chain
Management departments in all relevant forums and meetings to ensure good flow
of information.
- Serve as liaison office between AGSA and the entity
and facilitate engagements between AGSA with the CEO and Board.
- Communicate with key clients and other stakeholders
on their needs and resolve and respond to their queries.
- Interact with State Departments and other bodies
where required.
- Interact
with any software or other service providers to ensure SLAs have been met and
contracts managed appropriately.
People
Management
- Manage the work and performance of direct reports.
- Facilitate the development of performance management system and monitor,
guide the direct reports accordingly on the performance improvement plans.
- Support personal development plans of direct reports and monitor
personal development plans for the Finance and SCM team.
- Determine human resource requirements taking into consideration
operational needs, skills scarcity and retention capability.
- Develop and monitor implementation of team career progression plan.
- Participate in the recruitment and selection of individuals according to
job requirements, EE targets and guidelines.
- Address workplace conflict through the initiation and coordination of
consultative processes and implementation of appropriate disciplinary
procedures.
