
INTERNAL AND EXTERNAL VACANCY: LEARNING DEVELOPMENT
ADMINISTRATOR: ONE YEAR-FIXED TERM CONTRACT
CEF is a
Schedule 2 state owned diversified energy company reporting to the Department
of Mineral & Petroleum Resources. The Mandate of CEF is to contribute to
the security of energy supply of South Africa and the Region through
exploration, acquisition, development, marketing and strategic partnership. It
is derived from the CEF Act (No 38 of 1977) and the Ministerial directives
issued thereafter.
JOB PURPOSE:
The Learning and Development Administrator provides effective
and efficient administrative and coordination support across the Learning &
Development, Employee Wellness, and Diversity, Equity and Inclusion (DEI)
functions within CEF Group. The role ensures the smooth planning, scheduling,
tracking and reporting of learning interventions, wellness programmes and DEI
initiatives, supporting a capacitated, healthy and inclusive workforce aligned
to CEF Group's strategic and transformation objectives.
REQUIRED
MINIMUM QUALIFICATIONS AND EXPERIENCE:
- Matric and National Diploma (NQF6) in Human Resources, Learning and Development or equivalent
qualification.
- A minimum of 2 to 3
years’ experience in Human Resource Management, Learning and Development or performing
similar role.
- Bachelor's degree (NQF7) in Human Resources
Management, Learning and Development or equivalent qualification will serve as
an added advantage.
DESIRED ADDITIONAL SKILLS/ COMPETENCIES:
- Basic understanding of employee development
principles and practices.
- Knowledge of project management and procurement processes.
- Familiarity with data analysis and reporting
tools (e.g., Excel, Power BI).
- Awareness of workflow automation tools (e.g.,
Power Automate).
- Basic understanding of event management
logistics.
- Projects coordination and organizing skills
- Proficiency in Microsoft office, power automate
and data management skills

KEY PERFORMANCE INDICATORS:
Learning and
Development Administration
- Coordinate the
end-to-end logistics of training interventions, including venue bookings,
scheduling, invitations, attendance registers and catering arrangements.
- Maintain and update
the Workplace Skills Plan (WSP) and Annual Training Report (ATR) records in
support of submissions to the relevant SETA.
- Administer bursaries,
learnership and internship/in-service traineeship programs, including
applications, contracts, progress tracking and reporting.
- Capture and maintain
accurate training records on the HR/LMS system, ensuring data integrity for
skills development reporting.
- Support the
coordination of the B-BBEE Skills Development scorecard elements, including
evidence collection and audit file preparation.
- Liaise with
accredited service providers and facilitators on scheduling, contracting
documentation and invoice processing.
- Assist with the
administration of performance-linked development plans (PDPs/IDPs) arising from
performance management cycles.
Employee
Wellness Administration
- Coordinate wellness days, health screenings,
awareness campaigns and Employee Assistance Programme (EAP) activities.
- Maintain confidential wellness participation
records and consolidate attendance and utilization statistics for reporting
purposes.
- Liaise with external wellness and EAP service
providers on scheduling, service delivery and invoicing.
- Support the promotion of wellness initiatives
through internal communication channels, including flyers, invites and
reminders.
- Assist in the coordination of occupational health
and safety-related wellness interventions (e.g. HIV/AIDS awareness, mental
health, financial wellness).
- Track and report on wellness program KPIs in
support of the organization’s wellness strategy.
Diversity, Equity and Inclusion Administration
- Provide administrative support for DEI initiatives,
including Employment Equity (EE) Committee meetings, minutes and action item
tracking.
- Assist in the coordination of DEI awareness events
and campaigns (e.g. Women's Month, Disability Awareness, Pride/Sport &
Diversity Day).
- Support the collation of Employment Equity data and
documentation for EEA2/EEA4 reporting and Department of Employment and Labour
submissions.
- Maintain records related to reasonable
accommodation requests and diversity-related grievances in line with policy and
confidentiality requirements.
- Assist with the administration of internal DEI
surveys and consolidate results for management reporting.
- Support transformation reporting requirements
linked to the B-BBEE scorecard and shareholder compact commitments.
Reporting, governance and Stakeholder management
- Prepare monthly and quarterly reports
on L&D, wellness and DEI activities for management and governance
structures.
- Maintain accurate, audit-ready filing
(electronic and hard copy) for all three functional areas in line with record
management policy.
- Provide administrative and logistical
support for related committee meetings, workshops and conferences.
- Respond to routine employee queries
relating to learning, wellness and DEI programs, escalating complex matters
appropriately.
- Support budget tracking and procurement
administration (requisitions, purchase orders, service provider onboarding) for
the three functions.
