CEF is a
Schedule 2 state owned diversified energy company reporting to the Department
of Mineral & Petroleum Resources. The Mandate of CEF is to contribute to
the security of energy supply of South Africa and the Region through
exploration, acquisition, development, marketing and strategic partnership. It
is derived from the CEF Act (No 38 of 1977) and the Ministerial directives
issued thereafter.
JOB PURPOSE
To assess the transactions on acquisition of energy
assets and provide advice on accounting treatment of transactions; participate
in the project investment activities and provide accounting advise; review
financial statements and related assessment reports
REQUIRED
MINIMUM QUALIFICATIONS AND EXPERIENCE
- Matric
and Master's degree (NQF 9) in accounting/tax/investment or equivalent qualifications.
- Registration with professional bodies as a
Chartered Accountant (CA/SA)
- 8 or more years as a
Finance Specialist with experience in the following areas:
o Provision
of IFRIS advise in a large organisation or
accounting firm
o
Preparation, supervision
and review of financial statements and
o
Provision of advisory and technical guidance for
IFRS and Tax
- Doctorate qualification (NQF 10) in
accounting will serve as an added advantage.

KEY PERFORMANCE INDICATORS
Financial Reporting
- Participate in the project investment processes to
establish accounting treatment of transactions from project inception
- Prepare reports on accounting treatment of transactions
in preparation for AFS
- Perform analysis of different transactions and prepare
submissions to CFO for approval
- Guide the preparation of the consolidated and companies Annual Financial
Statements:
o Guide the
process of preparation of AFS taking into account the analyses performed
in-year and supporting documents collated
o Facilitate the provision of AFS
review input from the external stakeholders
o Review the financial
statements and trial balances and provide commentary for submission to the CFO
o Ensure
submission of AFS to external reviewer for quality assurance
Assessments
and calculations
- Prepare all
accounting assessments required for preparation of AFS
- Collaborate with external service providers to review
all assessments done on transactions
- Review calculations
prepared for input into the IFS and AFS
- Review the work
performed by external accounting services and provide guidance and
recommendations.
Accounting Policies
- Develop and review
accounting policies in accordance with the appropriate accounting standards (IFRIS)
- Facilitate the communication of financial policies and procedures across the Group
- Promote continuous improvement and compliance to financial policies and procedures
- Monitor compliance to IFRS and National
Treasury reporting guidelines
Audit Process Facilitation
- Ensure
all supporting documents for transactions are ready for submission with AFS
- Coordinate
Internal and External Auditor
processes
- Monitor that internal and external
audit requests are communicated to the right people
and that information has been provided timeously
- Coordinate and review responses to audit findings from both internal and external auditors.
Stakeholder management
- Ensure
availability of external accounting support
- Facilitate
meetings with external accounting support and ensure alignment of assessments
- Assess
performance of the external accounting support services and recommend
improvements
- Conduct
extensive research on improvement of accounting processes and advise on any
required changes to the accounting treatment of transactions and improvement in
processes
- Track transactions
and highlight outliers and provide guidance to affected stakeholders
