SOC
CEF is a
Schedule 2 state owned diversified energy company reporting to the Department
of Mineral & Petroleum Resources. The Mandate of CEF is to contribute to
the security of energy supply of South Africa and the Region through
exploration, acquisition, development, marketing and strategic partnership. It
is derived from the CEF Act (No 38 of 1977) and the Ministerial directives
issued thereafter.
JOB PURPOSE:
The Assistant Accountant is responsible for
performing day-to-day accounting, financial reporting and administrative
support for financial activities.
- REQUIRED
MINIMUM QUALIFICATIONS AND EXPERIENCE:
- National Diploma (NQF6) in accounting or equivalent
qualification.
- Minimum of 2 to 3 years’ experience in bookkeeping
or accounting.
- Proven experience in the public sector or private
equity firm will serve as an added advantage.
- Bachelor’s degree (NQF 7) in accounting or equivalent
qualification will serve as an added advantage.
DESIRED ADDITIONAL SKILLS/ COMPETENCIES:
- Knowledge of accounting principles and financial
reporting standards
- Knowledge of the PFMA
- Understanding of administration of levies
- Knowledge of different financial ERPs (SAP,
Accpac)
- Attention to detail and accuracy

- Proficiency in numerical reasoning
- Communication and reporting skills
KEY PERFORMANCE INDICATORS:
Transactional Accounting
- Prepare and capture daily journal entries, ensuring prior-year
adjustments and errors are resolved to minimize audit findings
- Perform account reconciliations and submit for review, ensuring accuracy
and completeness
- Prepare and process creditor payments, including follow-ups on
outstanding balances
- Generate and capture debtor invoices, ensuring all supporting
documentation is complete and accurate
- Allocate payments to relevant accounts for review and posting by the
Senior Financial Accountant
- Maintain and reconcile cashbooks, matching cash receipts from debtors
and payments to creditors against bank statements
- Process monthly investment transactions in line with financial policies
and procedures
- Record and reconcile intercompany transactions and journals
- Manage and monitor the open purchase order system, ensuring proper
matching and control processes are followed
Financial Reporting
- Assist in the preparation of annual financial statements for various
subsidiaries, ensuring timely submission to the Group Senior Manager for review
- Assist in the Asset Management team to review and validate depreciation
calculations across different asset classes for CEF SOC and other subsidiaries
- Prepare supporting schedules and documentation for Interim Financial
Statements (IFS) and Annual Financial Statements (AFS)
- Monitor daily, weekly, and monthly trial balance transactions,
investigating and resolving any discrepancies identified
- Assist in the preparation of notes to the financial statements in
compliance with reporting standards
- Perform account reconciliations for various line items, ensuring
accuracy and completeness of financial records
Petty Cash Management
- Act
as custodian of petty cash in accordance with company policies and procedures
- Monitor
petty cash to always ensure availability of cash
- Reconcile
petty cash monthly and report on petty cash spend to the manager
- File
documentation for ease of retrieval and for audit purposes
Travel
& Expense Claim Administration
- Prepare and capture all travel invoices with
supporting documentation and ensure compliance with the travel policy and
National Treasury instruction notes/regulations
- Prepare and capture travel for payments and
approvals
- Review approved travel and expense claims and
confirm that supporting documentation is attached
- Process travel and expense claims for payment in
accordance with processes and procedures
- File documentation for ease of retrieval and for
audit purposes
